The levy on the ballot

What kind of levy is it?

A bond or emergency levy’s ballot states the millage the county auditor estimates.

The county auditor’s value on your bill or value notice — not a sale price.

Tax year 2025, from the Department of Taxation’s certified rates: the school levies on one real bill in Franklin County, after House Bill 920’s reduction and the state’s rollback credits. Whitehall City’s own page says what each purpose means.

How this is worked out

Ohio taxes 35% of a home’s value, so each mill costs $35 a year for every $100,000. A levy approved now is charged at its full voted rate in its first year: House Bill 920 only trims a levy’s rate at a later reappraisal, and levies approved since November 2013 carry none of the state’s 10% and 2.5% rollback credits. A bond levy’s millage moves a little from year to year as the debt is paid; the ballot’s figure is the county auditor’s estimate of its average.

Today’s levies are the certified rates on a home its owner lives in; a rental keeps only the 10% credit, and this works that out when you say so. The homestead exemption is taken off the value first. A school district income tax, where there is one, is not a property levy and is not here.

This works out cost only. It is not advice, and it is not a view on any levy or on how to vote.
